But who makes that determination of what constitutes expulsion? How minor a crime or infraction gets one booted? The excerpt just piles on the question, as it appears exile is eventually a death sentence. And the ultimate question is what is the more evil of the two ~ the criminal or the one who did the sentencing? The Devil's Whisper is definitely an intriguing read and thought provoking.
